Responsibilities

I. To implement state fiscal and tax guidelines and policies and other relevant policies, to formulate and implement fiscal and tax development strategies, plans, policies and reform plans, to formulate fiscal allocation policies of the region and improve the transfer payment system, and to participate in the formulation of economic policies of the region, and to put forward the proposal of applying fiscal policies to implementing macro-control.

II. To draft local laws and regulations, government regulations and tax policy adjustment plans for finance, budget, taxation, financial affairs, accounting, asset appraisal and management, etc.

III. To be responsible for the management of financial revenue and expenditure at the autonomous region level. To be responsible for the preparation and implementation of annual budget and final accounts at the autonomous region level. To report to the People's Congress of the autonomous region on the draft budget and its implementation in the autonomous region and at the autonomous region level and report final accounts to the Standing Committee of the People's Congress of the autonomous region. To organize the formulation of expenditure standards and quotas, and to be responsible for the review and approval of the department’s (unit) annual budget and final accounts.

IV. To be responsible for government non-tax revenue management. To prepare the draft budget and final accounts of governmental funds. To manage financial notes. To be responsible for the supervision of lottery market.

V. To organize the formulation of Treasury Management System and carry out Treasury cash management in accordance with regulations. To be responsible for the formulation of government procurement system and supervision and management.

VI. To be responsible for the formulation of rules and regulations on the management of state-owned assets of administrative institutions, the management of state-owned assets of administrative institutions at the autonomous region level, and the non-trade foreign exchange management of administrative institutions and public organizations.

VII. To prepare the draft budget and final accounts for state capital operations and formulate the system and methods for the budget of state capital operations; to be responsible for the management of the state-owned capital income and expenditure of enterprises at the autonomous region level; to organize the implementation of the enterprise financial system; to manage the state-owned assets of local financial enterprises in accordance with the regulations; to participate in the formulation of the system related to the management of state-owned assets of enterprises.

VIII. To be responsible for the management and supervision of the funds for government-invested projects in the autonomous region; to participate in the formulation of policies for capital construction investment in the autonomous region, and to be responsible for the management of relevant policy-related subsidies and special reserve funds; to be responsible for the management of comprehensive agricultural development.

IX. To manage social security and employment expenses in conjunction with relevant departments; to be responsible for financial supervision of social insurance fund; to formulate financial management systems and methods for social security funds and prepare draft social security budget and final accounts in conjunction with relevant departments.

X. To formulate systems and policies for local governmental debts management and guard against fiscal risks, to manage governmental external debts in the autonomous region, and to carry out external financial and economic exchanges.

XI. To be responsible for the management of regional accounting and asset evaluation, supervision and standardization of accounting activities. To organize and implement the unified national accounting system, guide and supervise the business of certified public accountants, certified asset appraisers, accounting firms and asset appraisal agencies, and guide and manage social auditing.

XII. To supervise and inspect the implementation of fiscal and taxation laws, regulations and policies, and to reflect major problems in the management of financial revenues and expenditures.

XIII. To undertake other tasks assigned by the People's Government of the Autonomous Region.
